2025 Korea-China Joint Seminar Held to Strengthen Local Government Cooperation and Discuss Balanced Development Solutions

The Korea Research Institute for Local Administration (KRILA, President Yuk Dong-il) announced that it successfully concluded the "2025 Korea-China Joint Seminar," held jointly with the Shanghai Administration Institute on April 17 in Shanghai, China.

This seminar was organized to mark the 30th anniversary of Korea's locally elected autonomous governments. Under the theme "Balanced Development Strategies Between Large Cities and Nearby Small Cities," the event served as a platform for practical policy discussions between the Korea Research Institute for Local Administration and the Shanghai Administration Institute, two major local administration think tanks in East Asia.

In particular, the seminar was significant in sharing directions for sustainable and balanced development strategies based on Korea's three decades of experience in local autonomy and decentralization since the full implementation of local governance in 1995. Topics such as enhancing the autonomy of small and medium-sized cities, strategies for metropolitan regional cooperation, and responses to underdeveloped areas were highlighted as critical issues for the continued advancement of Korea’s local self-government.

During the discussion session following the presentations, experts from both countries emphasized that addressing urban disparities requires not only the self-reliance of individual cities but also policy linkages and institutional cooperation at the systemic level. They agreed on the need to expand practical joint research between Korea and China in the field of local governance.

A Memorandum of Understanding (MOU) was signed between the two institutes the day before the seminar. Through this agreement, the organizations aim to regularize academic exchanges, conduct joint research, and expand cooperation through mutual personnel visits. The agreement is expected to become a meaningful milestone in complementing the policy capabilities of both nations.
