The Korean Diaspora Agency (Commissioner Lee Sang-deok) held a policy dialogue on August 29 from 2 p.m. to 5 p.m. at the National Assembly Members’ Office Building together with lawmakers Lee Yong-sun, Lee Jae-kang, and Park Hae-chul to discuss stable community settlement measures for Koryoin compatriots currently residing in Korea.
The meeting was attended by about 80 people, including officials from the Korean Diaspora Agency, the National Assembly, private organizations, and academia.
In his welcoming remarks, Rep. Lee Yong-sun introduced the Koryoin compatriots as “descendants of our ancestors who were forcibly relocated to Central Asia and elsewhere, yet maintained their Korean identity and culture despite a long life abroad,” stressing that “although the number of compatriots residing in Korea is steadily increasing, settlement support systems and budgets are falling short of field demands. Therefore, detailed policy design is necessary in areas such as education, employment, and community adaptation.”
Rep. Lee Jae-kang, who also hosted this meeting following the first session held on July 23, emphasized, “This forum is a valuable opportunity to discuss and share practical support measures for the stable settlement of compatriots who have returned to their homeland. Let us do our best to ensure that today’s discussions lead to effective policy proposals.”
Rep. Park Hae-chul noted, “Although the government enacted the Koryoin Compatriots Act in 2023 and has eased residency qualifications for stateless Koryoin refugees from the Russia-Ukraine war, there remain limitations in addressing issues such as unstable legal status, economic hardship, and linguistic and cultural differences.” He added, “Beginning with this occasion and going forward, as chairman of the Democratic Party’s Multicultural Committee, I will communicate more frequently with Koryoin compatriots and seek ways for the National Assembly to provide assistance.”
