Electronic signature certificates can be issued non-face-to-face without Korean mobile phones overseas.
It was made possible when OKA (Director Lee Ki-chul) drew public-private cooperation to solve the inconvenience of overseas Koreans who have difficulty identifying themselves when using digital services in Korea.
OKA signed a memorandum of understanding (MOU) with five private electronic signature certification companies, including the Presidential Committee of Digital Platform Governmen (Chairman Ko Jin), the Korea Internet & Security Agency (Chairman Lee Sang-joong), Kookmin Bank, Viva Republica, Shinhan Bank, Woori Bank, and Hana Bank, to enhance the accessibility and convenience of domestic digital services for overseas Koreans.
This MOU defines the role of the government and the private sector for the successful introduction of a 'non-face-to-face identification system for overseas residents' and aims to continue cooperation.
As a result, overseas Koreans without Korean mobile phones can conveniently use domestic digital services by issuing safe and reliable non-face-to-face identification certificates through their electronic passports and overseas stay information.
In the MOU, △OKA establishes and implements a non-face-to-face identification policy for overseas Koreans △ The Presidential Committee of Digital Platform Governmentnmen creates a convenient domestic digital use environment for overseas Koreans △ The Internet Promotion Agency will prepare a reliable identification method for overseas Koreans and provide it in connection with the public and private sectors.
In addition, electronic signature certification companies plan to provide convenient and safe electronic signature certification services to overseas Koreans.
